Fire Strategy

The requirement for business to have a fire strategy document is not clearly identified in legislation. However, to meet the outlined requirements of primary fire safety and building safety legislation, it is clear that fire strategy plans are a necessity.

A fire strategy document also gives building owners, occupiers and managers the information they require to develop and achieve effective fire prevention and protection solutions. It also gives the basis for a fire risk assessment to be conducted.

Look around you, where is your nearest fire exit?

Is it this way? Is it that way? Is it up or down? Without signage you are left wondering.

Fire evacuation routes must be clearly signed to show the most direct and the safest route out of the building to a clearly marked fire assembly point. Ask yourself: if someone visits your building, is it clearly signed so that somebody who doesn’t know the building would be able to find their way out in the event of an emergency? They may arrive at the fire exit, but is it clear of items, is it obvious how to operate the door and then where do you go when you are out the building?

IS A FIRE STRATEGY REQUIRED BY LAW?

Yes, Article 11 of the RRFSO requires the Responsible Person to provide “effective planning, organisation, control, monitoring and review of the preventative and protective measures”and “to record the arrangements”. Also Regulation 38 of the Building Regulations requires that a package of fire safety information must be assembled and given to the Responsible Person, and building owners that do not have this information should have a strategy created and also generate the information that they should have.

IS A FIRE STRATEGY PRODUCED WHEN A BUILDING IS BUILT?

Yes, the majority of new build developments will have a fire strategy as part of the design process, which is typically reviewed and revised as necessary during the project, right up until completion. However, this fire strategy will need to be reviewed after the building is in use, and it may be necessary to tailor the strategy to the requirements depending on the use of the building.
